Disk usage is stuck at 100%

100% means the drive is busy, not necessarily transferring data at maximum speed.

TRY THIS FIRST

Find the busy process

Press Ctrl + Shift + Esc. In Task Manager → Processes, sort by Disk.

Let a known update finish. If the load persists, compare drive response time, free space and memory pressure. Do not disable Windows services at random.
